Essentially a lot of the problems you see the Americans experience in the First World War are to do with having to do everything from scratch. This leads on to the lack of a large formed military. Essentially the Americans had had very little experience of what a modern war was actually like, and in addition were rather isolated from the development of military affairs because unlike say, Germany or France, there wasn't a constant pressure to evolve based on a neighbour's advancements. In the meantime, the American military had become a largely devolved tool it hadn't had to fight anything bigger than the Indian/Philippine Wars or the Spanish-American War, none of which really constituted a massive involvement of men, nor a credible European opponent. Whilst Americans had, as you say, experienced the Civil War, this was still quite a while ago, more than half a century.
